Key Takeaways
- Strong FY25, cash flow tightened: Revenue grew 16.17% and PAT jumped 31.55%, but operating cash flow collapsed to INR586 crores from INR4,600 crores as advance inflows normalized and order intake slipped.
- The QRSAM catalyst is imminent: A combined Army and Air Force order worth ~INR30,000 crores is being processed, with BEL nominated as the sole production agency and delivery expected by late FY26 or early FY27.
- Indigenization is the margin engine: Management credits rigorous in-house development of systems and subsystems for the 4pp YoY EBITDA margin expansion to 29.39%, and targets 30-35% by FY27.
- Emergency procurement opens a near-term sprint: Government discussions are active, with 8-10 line items expected to be finalized within days; management declined to quantify but flagged it as an immediate order catalyst.
- What to watch next quarter: Whether the INR27,000 crore order inflow target materializes, the pace of QRSAM contract finalization, and any margin impact from the push to accelerate execution.
The QRSAM & Project Kusha Order Cycle
- QRSAM is the nearest elephant: BEL is the nominated production agency for the first combined Indian Army and Indian Air Force order, which management pegs at roughly INR30,000 crores. The government is processing it now, and BEL expects to capture 100% of that initial tranche.
- Timing is procedural, not technical: Management hopes the order lands by the last quarter of FY26, but acknowledges procedural challenges could push it into Q1 FY27. The dedicated team working on finalization gives confidence in the nearer end of that range.
- Project Kusha is the next horizon: BEL is a development partner with DRDO on this indigenous S-400 equivalent, co-developing radars, control systems and control centers. A prototype is expected in 1-1.5 years, with trials taking another 12-36 months after that.
- The system integrator prize: If BEL is named system integrator for Kusha, an order of roughly INR40,000 crores would flow to the company. Management is hopeful but the decision is not yet made; DRDO drives the program timeline.
Manoj Jain: "Right now government is processing the first order, first biggest order. And later on only, subsequent orders may come, but this first order, we are hopeful to get 100% to BEL only, no other fellow."
Order Pipeline & FY26 Inflow Target
- INR27,000 crore target, all-in: The FY26 order inflow guidance of more than INR27,000 crores includes INR3,300 crores already received and INR24,000 crores expected, but excludes QRSAM. Emergency procurement is baked into that figure.
- Naval programs are a multi-year tailwind: An order of INR6,000-10,000 crores for NGC program subsystems is expected from shipyards, though the FY26 vs FY27 split is uncertain. The SDR naval order book already stands at INR1,000-plus crores, with another INR2,000-3,000 crores expected in the next few years.
- Army SDR is the volume play: The army needs 40,000-50,000 units immediately, and BEL expects to win 80-100% of those orders given its leadership position.
- Other pipeline items: Orders from HAL for LRSAM B&D spares, ATULYA radar, Shakti, GBMES and ADFCR are all hoped to materialize this year.
- Spillover risk is real: Management flagged that some of the INR27,000 crore target could slip to Q1 or Q2 of next year, and the NGC shipyard order timing is particularly uncertain.
Margins: Indigenization as the Structural Driver
- FY25 margin jump explained: EBITDA margin rose from 25.22% to 29.39% YoY, driven purely by higher scale. Material consumption held constant at ~55% of revenue, while other expenses fell because a one-off INR96 crore intangible asset provision in FY24 was not repeated.
- Indigenization is the forward story: Management is pursuing rigorous indigenization of systems, subsystems and components, executed directly by BEL or through industry partners including MSMEs and start-ups. This is expected to push margins higher from current levels.
- Subsystems deliver better bottom lines: Homegrown subsystems carry good margins. System integrator roles improve the top line through direct orders but are less margin-accretive; BEL needs both roles to sustain growth.
- Long-term margin aspiration: Management targets more than 20% consistently, with a path to 30-35% by FY27 as indigenization and in-house R&D products scale. The FY26 guidance is for EBITDA margin around 27%.
Manoj Jain: "These margins are going to increase further, I can assure you, because we are doing real rigorous indigenization of the various system, subsystem and even at component level through directly by BEL; or by involving all our industry partners, including MSMEs and start-ups."
Execution, Cash Flow & Capacity
- Cash flow tightened on advance timing: Operating cash flow fell from INR4,600 crores to INR586 crores because the prior year benefited from unusually high customer advances. Order book intake was also slightly lower at INR18,000 crores, and INR5,000 crores of finalized negotiations spilled into FY26.
- Receivables and inventory are stable: Management stated there is no challenge on the receivables front, and both receivables and inventory levels are largely unchanged from the previous year. The current ratio stands at 1.7.
- Execution acceleration underway: BEL is assessing how to execute projects faster, engaging MSMEs and vendors intensively in the last 15-20 days and implementing internal process improvements. The margin impact of faster execution was not disclosed.
- Capacity expansion is material: Plans for new factories at important locations are in the pipeline, some larger than the existing Bangalore and Ghaziabad complexes. Two or three bigger investments are planned, with operations expected to start in 2-4 years. Capex will exceed INR1,000 crores per year.
Exports & Non-Defense Diversification
- Exports hit \$106 million in FY25: Management called this healthy growth relative to overall defense ministry production achievements. The FY26 target is roughly \$120 million, with an ambition for more than 20% growth after 1-2 years as new leads mature.
- Lead conversion is slow by nature: Export leads take a minimum of one year to convert to orders, and execution takes another 12-18 months. European defense opportunities are being pursued but face the same timeline.
- Operation Sindoor as a marketing catalyst: Systems supplied to the army, navy and air force performed well in real combat conditions, and management hopes this combat-proven status will generate a good export order book.
- Non-defense target: BEL aims to cross 10% of revenue from non-defense immediately (excluding EVM), and 15%-plus in the longer run. The FY26 guidance assumes a defense-to-nondefense ratio of roughly 90:10.
- Technology adjacencies: The Central Research Laboratory is investing in 6G technologies for defense applications, and BEL is working on 4-5 drone-related activities with software teams tasked to build better drone warfare capabilities.
Manoj Jain: "But that takes its own time. That takes minimum, I can say, one year for us to convert those leads or those advantageous things to orders. So, we have to wait for at least one year to get those orders and execution will take another 12 to 18 months."
Competitive Position & Strategic Bets
- SDR: sole vendor at sea, leader on land: For naval SDR programs, BEL is the single vendor as the first to develop the system jointly with DRDO and the nominated production agency. For the army, BEL is one of the leaders but faces competition; management is confident of capturing 80-100% of orders.
- Counter-drone systems are battle-tested: BEL's systems performed well across all three services during Operation Sindoor, with both hard-kill and soft-kill features. Recent orders have come from BSF and the army.
- BrahMos scope is expanding: BrahMos Aerospace has approached BEL to invest in supporting large production quantities. BEL plans to manufacture and even design next-generation subsystems, implying a much larger contribution going forward.
- Patent portfolio is defensive, for now: BEL holds 299 patents, filed primarily to protect defense IP. Commercialization is possible if real needs arise, but management says it is too early to estimate how quickly patents can be monetized.
Manoj Jain: "We are confident that more than 80% to 90% of those orders or maybe, best case, 100% of those orders also will come to BEL."
