HCP Plastene Bulkpack is a revived Indian packaging manufacturer that was pulled out of insolvency in 2020 by Plastene India Limited, the country’s second-largest exporter of flexible bulk containers, and now operates as the group’s flagship. The company makes the woven polypropylene bags that carry cement, sugar, fertiliser and food grains, along with garment labels - a forty-year-old business reset under new ownership with the same recurring logic: take a commodity plastic, weave or laminate it into a higher-value container, and sell it to industries that need strength and durability more than they need the lowest price. Everything the company does flows from its location roughly 60 km from Mundra Port, which puts it within striking distance of the world’s two largest FIBC (Flexible Intermediate Bulk Container) import markets - Europe and the United States - while its parent’s raw-material sourcing muscle gives it a cost floor that standalone competitors cannot easily match. # Business segments Two engines at different scales - a woven-packaging powerhouse that is the company’s reason for being, and a small garment-accessories unit that has been part of the machinery since 1994 - both running on the same polypropylene backbone. ## 1. Woven sacks: the industrial packaging engine **The company weaves polypropylene into bags that hold a tonne of cement or a kilo of sugar, then sells them to industries where a split bag is a factory-halting event.** - **The product range covers bulk and small** - it makes FIBCs (jumbo bags that carry up to a tonne of dry granular product), AD Star bags (valve-filled polypropylene sacks of 9-75 litres with a patented seal), BOPP laminated bags (woven sacks with a printed outer layer for weather resistance), and PP woven sacks. - **Liners are made in-house, not bought** - every FIBC that needs a barrier against moisture, oxygen or static gets a liner produced on a five-layer co-extrusion line shaped by a fully automated Gunter machine from Germany; the liner can be loose, glued or stitched into the seam, which means the company controls the entire bag rather than assembling third-party components. - **Cement is the anchor customer** - the division is a main supplier to the cement industry, and its other end markets are sugar, food grains and fertilisers, all of which consume bags in predictable, high-volume cycles. - **Most work is job work, not direct sales** - the company states it is “largely doing job work as against the direct sales,” meaning it processes customer-supplied material for a conversion fee rather than taking ownership of the raw material and selling finished bags; that shifts raw-material price risk onto the customer. - **Four plants, one port logic** - the original facility sits at Santej in Gandhinagar, Unit II started in April 2022 at Rakanpur, Unit 4 opened in April 2025 at Padana near Gandhidham, and a further unit began dispatching FIBCs from Dabhasa in Vadodara in February 2026 with an installed capacity of 300 tonnes per month; all sites sit within Gujarat’s industrial corridor, roughly 60 km from Mundra Sea Port, which is the gateway to the EU and US export markets where India holds a 75% and 72% import share respectively. - **Recycled content is becoming a licence to sell** - new EU regulations require 30% recycled material in plastic products, so the company has introduced SIBCs (FIBCs with 30% recycled polypropylene) and recycles all its own polypropylene waste, making the manufacturing process emission-free with zero toxic discharge. ## 2. Woven labels: the garment-accessories sideline **A niche unit that has been running since 1994, weaving polyester labels and laces for apparel brands on Swiss looms - small, steady, and separate on the books.** - **Swiss looms and 1,800 shades of yarn** - the division runs Jacquard looms imported from Switzerland, supported by a CAD studio with pattern-creating software, and can match 1,800 different yarn shades to reproduce brand logos and care instructions exactly as the garment customer specifies. - **Labels as brand real estate** - the product is woven fabric labels and laces that serve as accessories for the garment industry, creating brand value for apparel rather than merely identifying it; the ready-to-wear garment market in India drives demand. - **Value-added finishing is part of the line** - the facility includes machines for cutting and folding, filled labels, and ultrasonic laser cutting, so the label arrives at the garment factory ready to sew in, with no secondary processing needed. - **A separate segment by design** - the division is reported as a distinct segment alongside the woven sack division, reflecting its different customer base, machinery and end market, even though it is dwarfed by the packaging business. # Group structure and partners **The company is the flagship of a family-controlled group that is India’s second-largest FIBC exporter, with a subsidiary that extends manufacturing capacity and a Saudi joint venture that opens a new geography.** - **Plastene India Limited is the promoter and the platform** - PIL derives around 90% of its manufacturing sales from international customers, with the US and Europe making up about 90% of those exports, and it is also a Del Credere Associates cum Consignment Stockist for Indian Oil Corporation, giving the group direct access to polymer supply chains. - **K.P. Woven is the domestic manufacturing subsidiary** - HPBL acquired control of K.P. Woven Private Limited in February 2022, taking more than 99% of voting rights for a cash consideration of approximately Rs. 8.84 crore; the subsidiary manufactures woven sacks, woven fabrics and FIBCs from Madhya Pradesh, adding capacity without building a greenfield plant. - **A Malaysian LLP for trading** - HCP Plastene Bulkpack PLT was incorporated in July 2023 with HPBL holding a 60% stake and a capital contribution of 30,000 Malaysian Ringgit; its intended business is importing and exporting polymer resins and polypropylene FIBC bags, creating a Southeast Asian trading node. - **A Saudi joint venture for manufacturing** - in July 2024, HPBL signed a Memorandum of Understanding with Saeed Ghodran Group of Saudi Arabia to set up a factory manufacturing BOPP woven bags and jumbo woven bags; HPBL will contribute technology, machinery, semi-finished materials, know-how and marketing support, while both parties invest 50% of the equity and cooperate on trading products between India and Saudi Arabia.
