- **Rail Vikas Nigam Limited is the government-owned project execution arm that builds most of India’s railway infrastructure - it is fundamentally a turnkey construction company that takes a rail project from a drawing to a running line, earning a fixed management fee for doing so**. Created in 2003 by the Ministry of Railways to raise extra-budgetary money and speed up the Golden Quadrilateral, it has since transformed from a captive railway builder into a diversified infrastructure contractor that now bids competitively for metro, road, port, and power projects across India and has established two operational units overseas. The recurring approach that explains everything else is this: it uses the authority and trustworthiness of a government entity to win large, complex public works, then executes them with private-sector speed by outsourcing the actual construction to the best contractors in the country. # Business segments A single core engine - railway project execution - that has expanded its scope into every adjacent infrastructure sector through competitive bidding, all run on the same turnkey contracting model. ## 1. Competitive bidding: the same skills, now sold to anyone **Since 2021, RVNL has taken its railway execution playbook into the open market, bidding for infrastructure projects from metros to highways and winning about Rs 49,000 crore of work at margins higher than its nomination business.** - **Bidding is a muscle it built fast** - the company only started competing in the second half of FY21-22, yet by March 2025 it had participated in bids worth over Rs 2,27,000 crore and won roughly 35-40% of what it chased, with 94 competitively-awarded projects in its portfolio. - **Better margins than nomination work** - the Indore Metro project, its first competitive win in India, delivered a 10.66% margin, and the Maldives harbour project yielded 11%, both above the 8.5-9.25% it earns from Ministry-assigned jobs. - **The order book tells the diversification story** - as of March 2026, the Rs 99,262 crore backlog was split across railways (Rs 57,000 crore), signalling (Rs 14,900 crore), ports, roads and highways (Rs 10,400 crore), metros (Rs 9,900 crore), power and transmission (Rs 4,000 crore), and hydro and irrigation (Rs 2,000 crore). - **It goes alone when it can** - RVNL’s policy is to bid solo on infrastructure projects where its credentials satisfy the client’s eligibility criteria, which keeps decision-making simple and margins intact. ## 3. Rolling stock and trainset manufacturing: building the trains, not just the track **RVNL has moved from building railway workshops to manufacturing complete train sets - it is a 25% partner in the SPV that will supply and maintain 120 Vande Bharat sleeper trains under a 35-year contract worth Rs 14,400 crore.** - **Workshops came first** - the company has delivered 19 workshop and production-unit projects on a turnkey basis, including the Marathwada Rail Coach Factory (built in 26 months) and a state-of-the-art factory at Bohe, giving it the credentials to enter train manufacturing. - **The Vande Bharat SPV is its manufacturing flagship** - Kinet Railway Solutions, in which RVNL holds 25%, won a Rs 120 crore-per-train-set order for 120 sleeper trains plus a 35-year maintenance contract at roughly Rs 130 crore per set, with the first prototype targeted for December 2026. - **The partnership opens doors** - its tie-up with Russia’s Transmashholding for Vande Bharat has given RVNL what management calls “huge market visibility,” prompting approaches from Siemens, Alstom, and Malaysian manufacturers for future collaborations. - **A new joint venture doubles down** - in 2025-26, RVNL formed a 51:49 joint venture with Texmaco Rail & Engineering to manufacture freight wagons, passenger coaches, locomotives, metro coaches, and trainsets, and to bid for EPC and maintenance contracts both in India and abroad. ## 4.
